A Hurricane needs certain elements to form, such as ; warm water and converging cool air to develop the moisture into a driving wind.

PRIOR TECHNOLOGIES AND METHODS

This method used available 1940's technology and chemicals that were not environmentally friendly, were toxic, not safe and not effective.
